Commissioner John Horan
John Horan is the Chairman of the Seminole County Board of County Commissioners. He has served for eight years as a Commissioner and is presently serving his second four year term. John has served on the Board of the Central Florida Commission on Homelessness for three years.
In 2012, after 35 years of practice, Mr. Horan retired as a partner with Foley & Lardner LLP, an international business law firm, where he spent most of his career. He focused his practice on business and administrative litigation and governmental relations. He has extensive experience representing clients in the construction and real estate development industries. He was the founding chair of the firm’s Construction Practice Group.
Commissioner Horan is also a mediator certified by the Florida Supreme Court and is a member of several dispute resolution organizations. He has conducted or participated in the mediation of numerous complex disputes. One of the refinements of his practice style was the ability to utilize his understanding of dispute resolution to creatively plan and budget for the resolution of complex disputes. He has managed the successful resolution of several complex multiparty matters, resulting in great cost savings to clients.
Mr. Horan has been extensively involved in community and public affairs for many years. He has received several awards and recognitions for his pro bono work with dependent children and his public service. He has received the Notre Dame Alumni Award for his many years of service to Notre Dame and the Orlando community and has served on the Board of Trustees of Barry University and as past chairman of the Barry University School of Law Board of Advisors. He has served on the governing or advisory Boards of the Boys and Girls Clubs of Seminole County, ImPower, United Arts, The Orlando Economic Partnership, the Seminole County Historical Commission, the East Central Florida Regional Planning Council, and the Central Florida MPO Alliance.
A native of Pennsylvania, Mr. Horan received his law degree (J.D., 1977) and undergraduate degree (A.B., cum laude, 1974) from Notre Dame. Mr. Horan has been Peer Review Rated as AV® Preeminent™, the highest performance rating in Martindale-Hubbell’s peer review rating system. Before he retired from the practice of law, Mr. Horan was recognized by his peers for inclusion on the 2007 – 2013 Florida Super Lawyers® lists and the 2008 – 2012 editions of The Best Lawyers in America®.
